Step 3: Go to this page of my site: http://dragonbz.iwarp.com/mugen/index2.html and download Vegetto (save it to the desktop like before).  Right click on vegetto.zip on your desktop and choose "extract to folder...".  You should now have a folder called vegetto on your desktop.
